DAR’s reform proposals

ITANAGAR, Dec 14: Department of Administrative Reforms (DAR) has proposed series of reforms to be considered by the state government.

Placing their recommendations to the Chief Minister Nabam Tuki and his cabinet colleagues Finance, Planning and PWD Minister Chowna Mein, Agriculture and Horticulture Minister Setong Sena and Industries Minister Tapang Taloh in the CM’s conference hall, the Director AR sought the Government’s immediate attention over certain urgent reforms.

The proposed reforms included introduction of e-governance in all departments, compulsory websites for all departments, strengthening public grievance mechanism in all offices, encouraging officers going on deputation, simplifying the lengthy government procedures, all offices to have complaint and suggestion boxes, strengthening of local self government  and so on. The meeting unanimously decided to take certain reforms which are urgently required in the state. The Chief Minister batted for going for wide publicity through various means when the proposed reforms are implemented.

Among others Chief Secretary Tabom Bam participated in the meeting.

 

Endangered Yak saved from killing

ITANAGAR, Dec 14: The members of All Tawang District Students’ Union (ATDSU) with help of Yuva Arunachal and Eco Wildlife and Pollution Control Society today rescued a young Yak from being butchered.

The critically endangered animal was saved when the members of ATDSU and the NGOs caught the butcher red-handed with the animal at Kangteng Rong near Seru village while the animal was being taken to Tawang.

The Yak was bought by the butcher from a nomad at Rs 22,500, ATDSU informed.

Meanwhile, ATDSU and the NGOs cautioned the nomads and butchers to refrain from killing endangered species like Yak and sheep. They also appealed to all the hunters to stop their hunting spree to save the rare and endangered animal species from being extinct. It further, appealed to the  District Administration as well as the State Govt. to take necessary steps to save the endangered species of the district and state  as a whole.

 

National award to scientists of ICAR Arunachal centre

ITANAGAR, Dec 14: The Indian Food Processors Association, New Delhi awarded the prestigious KU Patel Memorial Award for best paper to the team Scientists of ICAR Arunachal Pradesh Centre, Basar, comprising Dr. P. Suresh Kumar, Scientist (Horticulture), Dr. R. Bhagawati, Joint Director, Dr. V. K. Choudhary, Scientist (Agronomy), Mrs. P. Devi (Research Associate) and Mr. T. Ronya (Technical) for the paper titled “Traditional, Ethnic and Fermented Foods of different tribes of Arunachal Pradesh”. The paper was published in the journal “Indian Food Packer” in the May-June, 2010 issue.

The  award will be given to the recipients on December 16 in New Delhi by the Union Minister of Food Processing.

 

Promising film artist dies

ITANAGAR, Dec 14: Pajing Film Limited under Arunachal Pradesh Film World (APFW) deeply mourned the tragic demise of promising film artist Olen Jamoh of Rasing village under Boleng circle yesterday.

Jamoh drowned in the confluence of Siang and Simang River when he was fishing. He acted in popular Adi features film "Gyargo Pongkok".

 

BJP state level training prog

ITANAGAR, Dec 14: The state level party functionaries of Bharatiya Janata Party Arunachal Pradesh are attending a 3 days state level training programme called ‘Pravesh Varg,’ at Bomdila, West Kameng.

The training would also be conducted for the lower level party workers in a phase manner. The training aims at revamping, strengthening and bringing reforms in the party organization.

The central team of trainers  included Central Convener, Central BJP Trainings Cell and senior Supreme Court Advocate, Alok Kumar, former Northeastern States BJP Organizational-in-Charge and National BJP Convener, NRI and Aajeewan Sahayog Nidhi, Padhmanabh Acharya, the Northeastern States BJP Organizational-in-Charge, P. Chandrasekhar Rao, former MLA (Assam), Kamakhya Tassa, National BJP General Secretary & former Lok Sabha MP, Tapir Gao.

 

Ultimatum to Govt on PDS

ITANAGAR, Dec 14: Taking serious note of the public harassment due to shortage of PDS items in the state, the Arunachal Pradesh Fair Price Shop Dealers Welfare Association today served a seven days ultimatum to the state government to restore supply of PDS items in all the FCI Godowns of the state thereby enabling the Fair Price Shop owners to procure PDS items for public distribution. While holding both the state Govt and FCI authorities for the present crisis, the association criticized the FCI authority for failing to supply PDS rice despite assurance in November last.

 

Cuticon NE held

ITANAGAR, Dec 14: The first ever scientific event organized in Arunachal Pradesh, CUTICON NE States 2011, the 22nd Annual Conference of NE States Branch of Indian Association of Dermatologists, Venereologists and Leprologists (IADVL) was organized on December 9 and 10 here.

The inaugural function was attended by Atum Welly, Minister of Health & Family Welfare, Dr. Kartik Nishing, Director of Health Services and a host of eminent dermatologists from across the country. Eminent dermatologists of the country and the Northeast states delivered lectures on recent advances in the field of dermatology, venereology and leprology.

The scientific session was an open window for interactions, demonstration of interesting cases and feedback.

The two-day scientific extravaganza was attended by doctors from North East states, including host Arunachal Pradesh and other parts of the country.

 

NSS camp

ITANAGAR, Dec 14:  A four days special camp cum-social awareness programme of National Service Scheme (NSS) of Govt. Higher Secondary School, Palin was conducted at Govt. Middle School Joru under Plain circle from December 8 to 11 last..

The NSS volunteers and villagers have developed a volleyball field and expanded the present football field during the four days social service.

Attending the programme, Gangte circle officer Abu Taba advised the villagers and students of Joru to keep the village and school neat and clean. He also advised the students to be sincere and study hard to prepare themselves to occupy a respectable place in the society as knowledge is the only power which cannot be defeated by any force.

ITANAGAR, Dec 14: Hoj Yazali Ranganadi Project Affected Contractor Association (HYRPACA) today appealed to the people of the area not to create unhealthy atmosphere at project site which, it said, would hamper the developmental activities of the project.

 

Workshop on tribal politics

ITANAGAR, Dec 14: A state level workshop on tribal politics and student activism in Arunachal Pradesh with special study on the role of All Arunachal Pradesh Students Union (AAPSU) will be held on  December 16 at the auditorium of Rajiv Gandhi Polytechnic, Itanagar.   

Director of Higher and Technical Education Dr Joram Begi will attend the opening ceremony while AAPSU president Takam Tatung will attend the valedictory function.

The programme is being organized under ICSSR major research project of Indira Gandhi Government College Tezu with Dr PC Swain as project director.

Dr Nani Bath, HoD, Political Science, RGU, Gumjum Haider, secretary general NESO, Kanu Bagang, former AAPSU president and Taba Ajum, journalist with The Arunachal Times will be resource persons for the programme.

 

Minister assures for Panchayat Yatri Niwas

ITANAGAR, Dec 14:   The Union Minister for Panchayati Raj and Tribal Affairs K.C Deo reportedly assured for the construction of Panchayat Yatri Niwas at Itanagar. The assurance came after the four members delegation led by Chief Minister Nabam Tuki along with MP Takam Sanjoy, Tanga Byaling, the state minister (RD and Power) and Sepi Bagang, chairman Arunachal Pradesh Panchayat Raj Co-ordination Committee ( APPRCC) called on the Union Minister to discuss the panchayati related issue in the state, according to  an APPRCC release.

Meanwhile, APPRCC has expressed gratitude to the Chief Minister and the MP for taking up the demand with the central minister concerned.

Govt forms committee to compile the grievances and suggestions of DCs and SPs

ITANAGAR, Dec 14: Chief Minister Nabam Tuki today formed a committee headed by state Chief Secretary to compile the grievances and suggestions of all the Deputy Commissioners (DCs) and Superintendents of Police (SPs) and forward recommendations to the government for further action.

He also made few important announcements to encourage the district administrations and the police department to work in interest of the people and maintain law and order. One such was wavering of the in-practice 10% of cost of uniform deducted from police personnel for procurement of new uniforms in place of the old ones. The 10% deduction, made from each constable to the rank of sub-inspector, reportedly procured meagre revenue of about Rs 5-6  lakhs but caused major heartburns to the personnel concerned indirectly affecting their morale.

The Chief Minister made these announcements during a combined conference of all the Deputy Commissioners and Superintendents of Police from the districts at Banquet Hall here this morning that stretched to almost three hours.

Giving a patient hearing to each DC and SP one by one, the Chief Minister acknowledged the common problem of manpower shortage and lack of official accommodation in the districts due to which efficiency of the administration and law enforcement has been facing impediments at every level of governance. He also took note of specific district-centric problems and suggestions for redressal submitted by the respective DCs and SPs.

Tuki assured immediate financial assistance to each district administration to mitigate the problem of lack of accommodations for government officials while announcing a sanction of Rs 30 lakh for provision of satellite link to all the 19 existing police stations across the state, which are not yet connected by any telecommunication network. Expressing concern over the information that Kurung Kumey has only 30 police personnel while Dibang Valley has only 15 personnel to man the whole district, the Chief Minister reiterated the need to speed-up the recruitment process, particularly the already approved recruitment drive for youths of Tirap and Changlang and the formation of the 4th battalion of IRBn. This would ease the manpower shortage burden to a large extent, the chief minister said.

Addressing the DCs, Tuki called on transparent and judicious implementation of all government sponsored schemes and projects. He urged the DCs to specially monitor all such projects and to see that these are implemented strictly as per the guidelines and completed within the stipulated time-frame.

“Due to flouting of guidelines and failure to complete projects on time, we lose the most needed continued financial support from the Centre,” he said.

Tuki also urged the DCs to give top priority in collection of tax and non-tax revenue such as collection of VAT, excise, land revenue, royalties on mines and minerals, forest produce, electricity dues, water tax, etc.

While calling for preserving the flora and fauna of the state, he said, “We should take special efforts to stop illegal timber operation and mining, especially along the inter-state boundary, which has led to leakage of revenues.”

Citing unemployment as one of the major causes leading to law and order problems, the Chief Minister suggested establishment of training and skill development centers in each district headquarters to target school drop-outs and unemployed youth and young adults. The trained youths can then be engaged in self-employment schemes besides getting employed in projects being undertaken by big and small companies, especially hydro-power developers, he said.

“Big and small companies operating in Arunachal are bringing in skilled manpower from outside the state. If we can make our youths skilled and trained, we can urge these companies to engage our own youths,” Tuki said.

He termed the DCs and SPs as ‘eyes and ears’ of the Government and advised them to report any important developments to the Chief Secretary, DGP or their higher authorities in time.

“You are also welcome to report such important matters to me personally,” the Chief Minister offered.

Among others, a host of Ministers, Chief Secretary, DGP, Principal Secretary, Commissioners, Secretaries and Senior administrative and Police Officers were present.

 

Governor for inclusion of Tirap, Changlang, Walong in tourism circuit

ITANAGAR, Dec 14: Arunachal Pradesh Governor General (Retd.) JJ Singh reviewed the state’s development in tourism sector with Principal Secretary (Tourism) G.N. Sinha and Director (Tourism) A.K. Singh at Raj Bhavan here today. Secretary to Governor Ankur Garg was also present in the meeting.

In the meeting, in addition to many projects in the State, the Governor reviewed the progress of works of the Institute of Hotel Management, Applied Nutrition and Catering Technology at Banderdewa and Adventure Tourism Camping destination site at Jote Poma River and Tourist Information Counter at Guwahati Airport.

The Governor said that tourism is one of the strong points of development in the State and it must be harnessed to the optimum.

Advocating for inclusion of more places, like Walong and places of tourist interest in Tirap and Changlang districts in the tourism circuits, the Governor said that these places have huge tourism potential but due to non-inclusion, the socio-economic development of these areas are suffering. The Governor, who has been meeting ministers and senior officials in the Centre to improve the road communication of the State to give thrust to tourism development in the State called for involvement of local youth and also use of indigenous produce in the tourist related projects.

To give further impetus towards development of tourism in the State, the Governor suggested for regional tourist circuit involving Assam and other neighbouring States. He also called for tented tourism concept till the upcoming resorts are fully developed.

Pul’s arrival thrills Chaglagam people

ITANAGAR, Dec 14: A few hundreds inhabitants of Chaglagam, who serve as true sentinels of the nation, living along the Sino-India border in harsh conditions, were thrilled at the arrival of an official team led by adviser (economic affairs) to CM, Kalikho Pul.

Very few on officials duty reach there as it takes a 24-hour strenuous foot march from Taflagam, the last all-weather road head, through steep hilly porter tracks to reach the non-descriptive village located near the Line of Actual Control on the Sino-India border, far away from the impacts of modernity. Chaglagam and Afphumna, located on the left and right flanks of the ridge, are the last border villagers from where the border patrol marches on foot to the LAC.  

A 6.4-km PMGSY road under the PM’s package is being built by the RWD to link Chaglagam from Taflagam to help people merge with the national mainstream. Another border village Meteliang has a road link.  

Pul during his recent whirlwind tour of the district inspected various ongoing projects, including 200-KW Kacho Pani and 60-KW Asha Pani hydropower projects and the road.

Expressing satisfaction at the progress of the hydro projects, Pul told this daily over telephone today that if the weather permits both the projects would be commissioned within this accounting year.

Pul, who invariably visits all the areas of his constituency once a year, exhorted the engineers and project developers to expedite work by availing the suitable working condition in winter.

 

APEDA observes National Energy Conservation Day

ITANAGAR, Dec 14: Arunachal Pradesh Energy Development Agency (APEDA) observed the National Energy Conservation Day at Urja Bhawan here today.

Various literary competitions like quiz, essay writing and drawing competitions were organized amongst the school children to create awareness on energy conservation and energy efficiency.

Er. T Bagra distributed cash prizes and certificates to the winners. In his brief speech, Er. Bagra  emphasized on reducing the use of conventional power by adopting various energy conservation measures and switching over to renewable sources of energy.

The participating schools were also given Led bulbs to put up in the schools to motivate the students for adopting energy efficient gadgets and thereby conserving energy.

Er. SK Shahi, Project Officer, APEDA gave a power point presentation on energy conservation and its positive impact on global warming.

 

Thongdok on whirlwind tour

BOMDILA, Dec 14: In an attempt to project the 5-Kalaktang constituency as a role model for others to emulate, the Principal Advisor to Chief Minister cum Parliamentary Secretary for PWD, T.N Thongdok is currently on a 5-days whirlwind tour of his constituency.

Thongdok inspected the various ongoing schemes at Shergaon accompanied by the SE, EE & other engineers of PWD and PRI members of the area today.

Impressing upon the engineers to set an example for others by strictly adhering to the laid down norms and achieving the physical and financial target without compromising on the quality of work, Thongdok called for slight technical changes in some of the projects putting into use his previous experience in engineering.

He inspected the inter state connectivity road connecting Shergaon with  Doimara for which an amount of Rs 14.85 crore have been allocated in the first phase under CRF. Expressing satisfaction over the progress of the work, he urged the departmental engineers to maintain the same tempo for early completion of the road; which is of vital for the people of the area and also in the defense perspective.

Inspecting the 40 mtr span Steel Truss Girder bridge for which an amount of Rs 140 lakh under SPA have been allocated, Thongdok suggested minor alterations and stressed on its completion by the first week of January in order to facilitate plying of vehicles to the State Horticulture Farm which lies on the other bank and on the Shergaon-Doimara road where the department have made inroads up to 8 kms. He also visited the Foot Suspension bridge under construction funded under BADP for Rs 10 lakh and the other completed one under SPA also for Rs 10 lakh. These two suspension bridges assume great significance as they connect  the other side of the river bank where the tomato fields are located. The area is most suited for tomato cultivation and records reveal business of over Rs 2 crore on tomato alone in the district.

Other major ongoing developmental projects of the area are construction of VKV Girls’ hostel for 82 lacs and the new office building of the Circle Officer and the Tourism building which would cater to the tourism activities in the area. Agriculture tourism, trekking and bird watching are some of the areas which could be seriously taken up. The area abounds in trout fish which is an added package for the tourists.

In a bid to reach out to the people at the grassroots level, a meeting of all the HODs of the district has been called at Morshing & Kalaktang on December  15 and 16 by Thongdok for an inter-active meeting with the people. DIPRO

 

Pobdi Sec. School celebrates golden jubilee

Aalo, Dec 14: The Pobdi Secondary School is buzzing with week-long hectic activities to mark its 50th year of existence as centre of learning for Paktu Ete Bango comprising Pobdi, Gune Bane, Wak, Paya, Kugi Pomte, Kuge Pomse and Bene.

Addressing the inaugural function of the week-long celebration yesterday, Parliamentary Secretary Home, Geology and Mining  Gadam Ete said that the school has been catering all academic needs of the Bango for the last 50 years and produced large numbers of luminaries and it is important to keep its age old sanctity. Urging upon the teachers community to come up with a greater commitment and students to strive hard for academic excellence, the Parliamentary Secretary assured to look into the needs of school like boys hostel, renovation of girls hostel and construction of a rostrum at playground to fulfill the aspiration of seven villages.

Law and order cannot be contained without proper policing, he said while disclosing that Arunachal is on the process of big police recruitment. He urged youths to keep themselves fit for the recruitment drive expected soon.

Moki Loyi, incharge deputy commissioner, appealed to the students to follow the foot-steps of the alumnee and assured all cooperation from the district administration.

West Siang DDSE Tomi Doke expressed his concern over falling academic graph in the district and called for streamlining the educational system including penalizing non- performing teachers and indisciplined  students.

DCC (I) president Gedo Kato, Principal Moken Ete, Chairperson ASM, Tumpe Ete, Karge Ete general secretary Paktu Ete Bango and Goyi Ete, HGB who is associated with the school since inception also spoke on the occasion.

AASU intensifies agitation against 2000 mw Subansiri Lower HE Project

GOGAMUKH, (Assam), Dec 14: Alleging the National Hydroelectric Power Corporation (NHPC) of failing to act on the recommendation of an expert panel that pointed out perils of ongoing 2000 MW Subansiri Lower Hydro Electric Power Project, the All Assam Students’ Union (AASU) today intensified its ongoing movement and warned the authority for stopping the construction works.

Several hundreds of AASU activists from Dhemaji and Lakhimpur districts today demonstrated at Subansiri river at Chauldhuwa portion near Gogamukh and thereby sending strong message to halt the dam construction. The protesters, during their 1-hour protest, shouted slogan against the NHPC and Arunachal Government for defying mass protest against big dam construction on Subansiri river.

The apex students’ organization is rigid on its stand against the state governments of Assam and Arunachal, saying that both the state governments have to act on the recommendations of the expert committee, which was constituted with technical experts from Universities of Guwahati and Dibrugarh and IIT Guwahati, to study the downstream impact of the power project. The committee was formed after a tripartite meeting between the Assam government, the power corporation and the AASU in December 2006.

Talking to this correspondent at Gogamukh today, the President of Dhemaji district unit of AASU, Chitraranjan Basumatary said that the governments of Assam and Arunachal nurturing an “escapist” attitude regarding the issue since the expert committee panel on the downstream impact of the ongoing  Subansiri Lower project had submitted its recommendations.

“As a part of our ongoing agitation, we have demonstrated the diverse protest against the NHPC authorities for continuing with construction of the dam ignoring the expert committee report on the downstream impact of the dam project. Our delegates had met the Assam Governor, who had assured to pursue the matter with the central government. We have also moved the Arunachal Government to reconsider on approval of the mega dam project in Arunachal rivers but the authority is playing a dictatorial manner in this regard”, said AASU Finance Secretary Tularam Gogoi, who led the protest programme at Gogamukh today.

Referring to the 495 page expert committee report on the downstream impact of the dam, the AASU leaders have said the experts have suggested three main recommendations. According to him the expert committee report reveals that there was no viability to construct such mega dam in such a high seismic prone zone.  It may be recalled that the project is being executed by NHPC at Gerukhamukh portion along Assam-Arunachal border at 13 km north of Gogamukh in order to generate 2,000MW of electric power. The estimated project cost is Rs 6,285.33 crore and the projected year of commissioning is December 2012.

Announcing intensification of the ongoing anti-dam movement, the AASU today said that they would block movement of construction materials to the project for indefinite period. It also supports the ongoing movement of Krishak Mukti Sangram Somity (KMMS) and its allied organizations.

On several earlier occasions, the AASU and TMPK (Mishing students union) members launched a series of blockades on NH-52 and hunger strikes against the government’s alleged unilateral role in implementing mega hydro power projects consisting of large dams on rivers of Arunachal that ultimately flows down into Assam.

 

In 9 years, Don Bosco Galenja climbs high

BORDUMSA, Dec 14: Additional Deputy Commissioner, Bordumsa Kento Riba, APCS attending the Parents Day celebration of Don Bosco School Galenja, Bordumsa recently called upon the parents and guardians to pay regular visit to school and garner first hand information about the performance and well being of their children.

The parents were enthralled by their children’s presentation of rich folk and contemporary dances of Singpho, Khampti, Nocte, Deori, Nepali, Adivasi, Assamese and Bhojpuris amid thunderous applause on the occasion. Even more captivating was the presentation of dance on very popular patriotic number of AR Rahman ‘Vande Mataram’ choreographed by dancer themselves.

A One Act Play in Assamese - “Mur Kolija Khala” presented by the students evoked positive remarks. It showed how easily a child gets spoiled by parents who are too indulgent.

Other guests included Captain Ashwini Singh Rana, 8 Garhwal Rifles, Village Chiefs and several members of the local administration. The public leaders applauded the great work of Fr. Theophilus SDB and Fr.Michael SDB and other Silesian Fathers in bringing the Don Bosco institution to Bordumsa.

Don Bosco, Galenja was founded in 2002 by Fr.Theophilus sdb. Ever since its inception the school has been playing a vital role in spreading quality education in Bordumsa sub-division. With the untiring public support coming from local leaders, Don Bosco Galenja is growing steadily from strength to strength on its way to be a full-fledged high school.

 

Skit show during World Aids Day makes impact

NEOTAN, Dec 14: Seva Kendra Miao organized an AIDS awareness programme at Government Higher Secondary School, Kharsang on the eve of “World AIDS Day”.

There were around 750 students from Class IX to XII who participated in the program along with the Principal and staff of the school.

Sister Sicily, Health Coordinator of Seva Kendra was the main resource person who educated students largely on the threats posed by HIV/AIDS.

While throwing light on the ways to prevent AIDS, the resource person articulated the need for change of sexual behaviors of the teens and adults and care of affected patients in the family and community. The queries thrown by parents were answered and solutions to it shared. Students of New Man School, Neotan performed a very effective skit to educate students and public by drawing a message “I am the AIDS, devastation of human being through unprotected sex, sharing of syringes among druggists and blood transfusions from the affected patients.

The skit show made such an impact that Newman school authority has expressed keenness to introduce subject on AIDS and sex education in the school.

Where was NYWA?  

Dear Editor,

As far as our knowledge is concerned, the TOI and Deccan Chronicle issue is not an  ordinary issue as it is closely related with the sentiment of whole Nyishi community. We are observing the whole episode closely and we know that the issue has been taken up maturely by NES and ANSU rightly from the beginning. Therefore, my curious question is who is this Nyishi Youth Welfare Association (NYWA) to suddenly raise this issue? Where were they five months ago when whole community was fighting for this issue?

What is their validity to talk on behalf of whole Nyishi Community? Who has authorized them to harass the general public? Who are these genius people to call capital bandh on exam day?

I strongly appeal all those personal and self declared organizations, associations not to talk on behalf of whole Nyishi Community and not to interfere in TOI issue and dilute them.

I also appeal general public, politicians, businessmen and government officers not to encourage this trend by giving donation to these unscrupulous unions and organizations. They will not hesitate to bite back in future if you do not keep donating money.

The government, particularly Home Department should take strong action against those people responsible for such low grade drama. And we suggest the concern authority to book them under appropriate section of the law and put them behind bar so that no one take capital complex to ransom by calling bandhs. As Supreme Court has already issued the order to take action against illegal bandh caller, government has every right to arrest these bandh callers.

Last but not least, being a Nyishi youth I appeal all Nyishi brethren not to form any more organization/ association in the name of Nyishi for personal interest as whole Nyishi Community counts more than you and your interest.

Imagination running wild

Dear Editor,

Every day, on my way to work, I  have been noticing an  old building lying demolished near the tennis court.

Having heard rumours that well placed people have taken land allotments inside the now shrinking park, I assumed someone had captured that piece of land to build another monstrous ugly building to add to the sad scenery of Itanagar.

After reading a citizen’s letter – Let the Convention Centre come up, I applaud him/her for making the effort to clear up misconceptions regarding the construction of Convention Hall at the park. If this project is completed as planned and on time, the citizens of Itanagar will be the biggest benefactors of this project as it will give them access to documentary screenings, art exhibitions and much more. And if this project helps the park become a place for  people to take walks, for children to gleefully run around, for families to spend time together, I raise both my hands in support! Hopefully, it will become the cultural hub of our town which so far lacks a sense of culture, identity, a soul.

The parking facility will be an added bonus. Itanagar is in dire need of a system where traffic is eased on the roads. Broad footpaths are required so that people can take pleasure in walking to places without the fear of being splashed with water from puddles or mowed down by speeding motorcycles and cars. May I be so bold as to suggest an avenue plantation of trees along the roads as well?

I’m imaging a town where there will be no garbage, no puddles, no spitting on the streets,  no traffic jams and a town  with happy friendly people.

Will something as simple as this come true or will people say I’ve let my imagination run wild.

Make the BSNL functional

Dear Editor,

I would like to draw attention of the BSNL authority towards the frequent failure of network at Geku EAC headquarters in Upper Siang District.

The BSNL network problem is because of long cable connection from Itanager to Geku via Itanager, Dhemaji, Aalo, Boleng,Yinkiong roads.

The cables are sometime breached by natural factors like landslide and sometimes ignorant people cut the wire.

The BSNL tower was  completed in 2009, but it remained without Satellite. So my earnest request to BSNL authority is to install Satellite at Geku.

I always believed that by hard work I can get success in APPSC Exams but if our exam papers are evaluated in this manner, I dont know what will be the future of poor candidate like me. Act of hooligans

Dear Editor,

This letter is directed to president, Itanagar Market Welfare Association.

Through this esteemed daily I would like to request all the entrepreneurs of Itanagar market to boycott "Itanagar Market Welfare Association" for their acts of hooliganism.

Are they not formed to safeguard the interests of the market? Are they formed only to collect monthly fees and enjoy the collection thereof?

I am writing this because of their irresponsible act which they have carried out during the Bandh call by breaking the shutter locks and in turn the bandh callers harass the one who open their shop.

Wasn't it their duty to inform all the shopkeepers a day before to open their shops or they could have published in local daily as was published by the bandh callers 5 days earlier?

From today entrepreneurs of Itanagar Market should dissolve the IMWA and shopkeepers should unite and have our genuine welfare association who shall be : "From the Itanagar Market people, By the Itanagar Market people and For the Itanagar Market people"

Conduct fresh exams

Dear Editor,

We the unemployed civil engineers are very unhappy and angry over the big blunder committed by the APPSC. I had prepared very sincerely for the exams but I did not get selected. I moved on with the result thinking that some other candidates must have performed better. But thanks to your daily which revealed the actual truth.

I would like to mention that the whole examination process has been doubtful.

Plus to deliver result of 509 candidate, Commission took it 6 months.

Icongratulate Arunachal Times for disclosing the truth and also congratulate my fellow engineers for taking the bold steps.

I hereby request the commission to conduct fresh exam for the same. Dont let us run out of patience. I request all the members of association of unemployed engineers of Arunachal and also all the unemployed candidates to take up the issue seriously. I also request my fellow engineers to file RTI. The form of RTI can be downloaded easily from the internet. Let’s not give up on what is ours.

Re evaluate the papers

Dear Editor,

Through your esteemed daily, I want to make a mass appeal regarding the recent AE exam blunders. I don’t doubt the integrity of APPSC but of the one who evaluated the papers. All the unfair evaluations and in some case papers not even evaluated as cited in the daily points finger towards the malodorous intention of the evaluator giving undue advantage to few candidates. Every evaluator whatever the exam may be usually evaluates paper of candidates ranging thousands but in this case its meager five hundred so such blunder really doesn’t seem as real blunder.

So, I request all my fellow candidates to appeal for re evaluation of papers of every candidate with a minimum of three evaluators. Even after reevaluation my fellow candidates who were selected fairly would still be selected just filtering the one who got through owing to blunders. I am not saying that I will be called for interview after reevaluation but at least I will be at peace to acknowledge that those selected candidates are the one who really worked harder than me and really deserves it.

Preparedness and disasters

 

A World Bank report dealing with the economics of effective prevention says that effective prevention of natural disasters is often possible and cost-effective.

Large natural disasters leave heavy economic footprints but ffective prevention and preparedness will reduce the disaster risk and take the burden off.

The report predicts rising exposure to storms and earthquakes in the coming years making Asia and Pacific regions most vulnerable to natural disasters. Going by the report’s estimates, India will experience thrice the number of earthquakes by 2050. This puts disaster management in the spotlight of future policy framework.

Disasters come with heavy economic loss, accompanied by even heavier burden of relief and reconstruction. They have dealt a serious blow to many economies by widening budgetary deficits. When floods struck Pakistan in 2011, the budgetary deficit rose from 4.5% to 7.5-8.5%.

Traditionally, government spending on prevention is lower than relief spending. The report underlines that creating institutions for disaster risk mitigation and preparedness which employ early warning systems, effective information dissemination, incentives to promote individual disaster prevention and smart infrastructures can significantly decrease the costs in dealing with natural disasters.

The first policy implication is to make information available on hazards public and accessible. Another aspect important for India is infrastructure.

National Disaster Management Authoity (NDMA) initial focus has shifted from the three Rs -Relief, Recovery and Reconstruction – to - prevention, preparedness and mitigation.

Cost-effective measures of disaster management can be seamlessly merged with the existing development policies.
